1. Overview
NeighborCircle ("Platform," "we," "us") is a technology marketplace that connects individuals within local communities to request and offer services, including but not limited to rides, food delivery, and miscellaneous services.
NeighborCircle is not a provider of any services listed on the Platform.
2. Eligibility
- Be at least 18 years old
- Provide accurate personal information
- Comply with all applicable laws
3. Marketplace Role
NeighborCircle operates solely as a technology platform. We do NOT provide transportation, delivery, or other services. We do NOT employ service providers. We do NOT guarantee service quality, safety, or completion. All services are performed by independent users.
4. User Accounts
You agree to provide accurate and up-to-date information including name, email, phone number, and address. You are responsible for account security and all activity under your account.
5. Communities
- Users may create public or private communities
- Admins approve membership
- Communities are user-governed
NeighborCircle does not control community decisions.
6. Services
Users may request and offer services. NeighborCircle does not assign services, control pricing, or guarantee fulfillment.
7. Payments & Fees
Currently, payments occur directly between users (peer-to-peer). NeighborCircle is not responsible for payment handling or disputes between users.

- NeighborCircle is not responsible for failed, disputed, or incomplete payments
Future State: NeighborCircle may introduce payment processing (e.g., Stripe) and a service fee of approximately 5%. Additional flat fees may apply. Users will be notified before any fees are introduced.
8. Verification Disclaimer
NeighborCircle may offer optional identity verification tools (such as Stripe Identity) to help members build trust within the community. Verification is entirely voluntary. NeighborCircle does NOT require verification to use the platform, does NOT enforce or mandate verification for any user, does NOT guarantee the accuracy or completeness of any verification, does NOT perform background checks, and is NOT responsible for the conduct of any user, whether verified or not. Verified status does not imply any endorsement, guarantee of safety, or vetting by NeighborCircle.
9. User Responsibilities
- Follow all laws including driving laws
- Maintain required licenses and insurance
- Act safely and respectfully
10. Prohibited Conduct
- Misrepresent identity
- Harass or harm others
- Use the platform for illegal activity
- Post, share, or transmit objectionable, offensive, threatening, or harmful content of any kind
- Engage in abusive behavior toward other users
NeighborCircle has zero tolerance for objectionable content or abusive behavior. Violations may result in immediate suspension or permanent removal from the platform.
11. User-Generated Content & Platform Safety
The platform enables users to communicate via chat and submit open-text content on service requests. NeighborCircle takes the following steps to maintain a safe environment.
Content Moderation
- Content submitted through the platform is subject to basic automated filtering for prohibited language
- Community administrators are responsible for moderating conduct within their communities — including reviewing member reports and removing members who violate community standards
- NeighborCircle handles escalated reports involving safety threats, illegal content, or platform-wide abuse
Reporting Objectionable Content
Users may report objectionable content or abusive behavior through the in-app "Report to Admin" feature available on chat messages and user profiles. Reports are directed to the community administrator. Administrators may escalate serious incidents to NeighborCircle via the platform's incident reporting system.
Blocking Abusive Users
Users may block other users directly within the app at any time. Blocking a user immediately prevents them from accepting your service requests or sending you direct messages. Blocked users are removed from your service interactions instantly — no administrator action required.
Platform Response
NeighborCircle reviews and responds to escalated reports involving safety threats, illegal content, or platform-wide abuse as promptly as reasonably possible. NeighborCircle does not commit to any specific response timeframe.
For serious or life-threatening situations, do not wait for platform action. Contact your local police or emergency services (911) immediately. NeighborCircle is not a substitute for law enforcement or emergency services and cannot guarantee real-time intervention.
12. Liability Limitation
To the maximum extent permitted by law, NeighborCircle is NOT liable for injuries, accidents, or damages; theft or misconduct; or service failures.
13. Disputes Between Users
All service disputes are between the users involved. NeighborCircle is not obligated to intervene in service disputes but may assist at its discretion. This does not limit NeighborCircle's right and obligation to act on reports of safety threats, illegal content, or platform-wide abuse under Section 11.
14. Termination
We may suspend or remove users for violations of these terms or safety concerns.
15. Arbitration
All disputes with NeighborCircle will be resolved via binding arbitration.
16. Changes
We may update these Terms at any time. Continued use of the platform constitutes acceptance of the updated Terms.
